This Act makes provision for the activation and establishment of an ad hoc committee of citizen election commissioners to fix and administer legally valid elections in the event of breakdown of the regular constitutional order and government or after a period of cessation of government operations.

Section 1. Public Policy Objectives and General Provisions

Section 2. Establishment of the Citizens Election Committee

The Citizens Election Committee is established as a permanent, independent entity of the Social Liberal Union. Provided, it shall remain inactive except as temporarily activated pursuant to this Act for a limited time. It shall either consist of either three or five citizen election commissioners.

Section 3. Powers and Duties of the Citizens Election Committee

It is the principal duty of the Citizens Election Committee and each member thereof, individually and collectively, to transparently, impartially, and faithfully administer the election which they are charged with supervising. The Committee shall have the power to administer special elections for the offices of the Speaker of the Union, the Chancellor, or both. The Committee shall organize by the election of a president and secretary from their own members. The Committee shall keep minutes of all its proceedings, which minutes shall be signed and certified under penalty of perjury at the close of each meeting by the president and secretary that they are true and correct representations.

Section 4. Criteria for Activation of the Citizens Election Committee

The Citizens Election Committee may only be activated when any of the following criteria are satisfied:

Clause 1. When none of the constitutional officers of the Social Liberal Union have discharged any duty, function, or power of office whatsoever for more than 45 continuous days;
Clause 2. When there are vacancies, as provided for by law, in the offices of World Assembly Delegate, Speaker of the Union, Chancellor, and Speaker pro tempore simultaneously;
Clause 3. When the offices of World Assembly Delegate, Speaker of the Union, and Chancellor are all simultaneously held or the powers thereof are exercised by a State not directly elected thereto by the Open Parliament in the preceding 180 days;
Clause 4. When the officeholders of World Assembly Delegate, Speaker of the Union, Chancellor, and Speaker pro tempore are all simultaneously incapacitated, as provided for by law, for more than 14 continuous days;
Clause 5. When no election for the office of Speaker of the Union or Chancellor has been successfully concluded in the preceding 200 days; and
Clause 6. When no election to fill any vacancy in the offices of Speaker of the Union or Chancellor have been commenced or nominations duly solicited after at least 28 days after the date of the occurrence of the resignation, removal from office, expiration of term, cessation of existence or of Member State status.
Clause 7. When no winner has been certified or otherwise duly declared elected to the offices of Speaker of the Union or Chancellor for more than 28 days after the date voting has ended.
