The Confederacy of Saint Peter and Saint Paul is an Confederative Nation that is an union of two federal republics and an autonomous district, with his administrative capital in Saviori and judicial capital in Borborema. With an Confederal Parliamentarist Government with lower powers and local governments with few but important powers, Saint Peter and Saint Paul is an reasonably stable liberal democratic republic.

Government

The actual political system of the Confederacy of Saint Peter and Saint Paul is an Parliamentary Confederal Republic, with an well settled division between the Confederal Judicial and Legislative.

Legislature

The Council of Nations is the official parliament of the Confederation, with 74 councillors. It is the responsible for making, approving, reproving or excluding law. The Councillors have direct participation in the Premier election, being the most numerous group of the Confederal Election College. Different of other nations, the C.o.N has a limitation on the topics of bills that can be created by this legislative body: they can legislate on foreign relations, defence, justice, elections system, confederal budget and economic policy, trade policy, crime codes, environment regulations, taxes policy and civilian code.

The Speaker of the Council of Nations is the de facto leader of C.o.N. He is responsible for organizing and presiding over the sessions of this legislative house, deciding about bills voting schedules, of deciding about commissions meetings schedules and of deciding about accept or not accept the voting of an "Non Trust Vote" against the Premier, generally as the representant of leading coalition, the speaker generally acts to backup the current ministry, but, when opposition successfully elects an speaker, they can delay government bills and make it harder to government to approve some kinds of bills. (the judiciary can have some authority over bill delays, but we will talk about it in soon)

The Federal Assemblies of People's Representatives of Saint Peter and Saint Paul, are the local legislative bodies of both republics of our nation, the federal representatives can legislate about public services, work policies, unemployment policies, federal budgets, disasters preventive policies, federal taxes policies, commerce safety regulations and public companies rules and reserve budgets, they don't have the same power as Confederal Councillors but the Representatives are the legislators that are more close to the people, to people's interests and they can legislate about topics who are more directly related to the people in general.

The President of the Council of Nations is the leader of the Nation, (mostly known as Premier), besides considered as an legislative leader, don't have legislative prerogatives, acting as the leader of executive with the title of Chief Minister of the Confederal Council of Ministers. Besides that, as the leader/representative of the bigger party or of the government coalition in C.o.N, by his party prerogatives, the premier can and generally must directly influence on the outcome of many votings inside the C.o.N.
