WHEREAS Goncar is among the longest lived Member States of the Social Liberal Union, and has during their time served in numerous governmental positions, including as World Assembly Delegate, on four occasions as Minister of Foreign Affairs, as Minister of Defense, and on multiple occasions as Deputy Minister of Foreign Affairs; and

WHEREAS Goncar's service as Delegate and in their Ministerial positions exceeds two years, among the longest cumulative time served in elected office in Social Liberal Union history; and

WHEREAS Goncar's terms as Minister of Foreign Affairs have been marked by extraordinary work in negotiating agreements, building friendly relations with like-minded relations, and staffing the Ministry's ambassadorial corp, including working on negotiations of the Interregional Legislative Coalition Charter;

NOW, THEREFORE, BE IT RESOLVED that Goncar be inducted into the Avaerilonion Order of Merit for their expansive and outstanding service in official capacities, in accordance with the provisions of Section 5 of the Regional Honours and Awards Act.
