The following treaty provides for the accession of the Social Liberal Union into the NSLeft as a Member Region, subject to admission thereto and ratification by the Open Parliament of the Social Liberal Union.
Section 1. Commitment to the Solidarity Pact
The Social Liberal Union hereby affirms its commitment to the Solidarity Pact of the NSLeft.
The Social Liberal Union, and the duly-elected government thereof, shall faithfully execute the duties enumerated within the Pact, within the confines of the Third Constitution of the Social Liberal Union.
Section 2. Voting within the NSLeft
Generally, all Comrades of the NSLeft residing in the Social Liberal Union shall be permitted to vote on NSLeft decision making, in accordance with the voting and lawmaking procedures described in the NSLeft Solidarity Pact.
- Clause 1. In any cases where individual member regions must cast votes, the Speaker of the Union shall organize voting within the Social Liberal Union open to all independent Resident States open for five to seven days. Such votes shall contain an affirmative, negative, and abstaining option.
- Clause 2. The results of votes conducted pursuant to Clause 1 of this Section shall be transmitted to the Secretary of the NSLeft Central Committee by the World Assembly Delegate or the Minister of Foreign Affairs. If the majority of non-abstaining votes are in the affirmative, the Social Liberal Union shall vote affirmatively; if the majority of non-abstaining votes are in the negative, the Social Liberal Union shall vote negatively. Provided, if the plurality of votes are abstaining or an equal number of votes are cast affirmatively and negatively, the Social Liberal Union shall transmit an abstention.
Section 3. Military Alignment
No part of this treaty shall be construed as to violate the foreign affairs obligations of the Social Liberal Union pursuant to Article 10 of the Constitution.
Section 4. Withdrawal from the NSLeft
The Social Liberal Union shall not voluntarily withdraw from the NSLeft unless the Resolution of Parliament consenting to the ratification of this treaty is repealed, or, unless this treaty or that Resolution are held to be incontrovertibly inconsistent with the Constitution of the Social Liberal Union.
