Executive Order of 7 July 2016[1]

WHEREAS, Article 5, Section 6 of the Constitution defines the prolonged absence of the Delegate as the lack of activity by the Delegate for one week;

AND WHEREAS, Article 5, Section 6 of the Constitution provides for the instatement of an Acting Delegate when the duly-elected Delegate is incapacitated;

AND WHEREAS, Article 5, Section 2 of the Constitution permits the selection of an Acting Delegate, which may act on directions from the remaining cabinet members;

AND WHEREAS, there is precedent on this matter, which was established during the delegacy of Grolsch, by which a similar caretaker government was used.

NOW, THEREFORE, by the authority vested in the Cabinet of the Social Liberal Union by Article 7, Section 5 of the Constitution, it is HEREBY ORDERED as follows:

1) The Cabinet finds that the Delegate, Mons Garle, having been absent for a prolonged amount of time, as defined by law, is incapacitated.
2) Pursuant to the Constitution, the Cabinet has chosen to authorize the Speaker of the Union to serve as Acting Delegate.
3) Pursuant to the Constitution, the Acting Delegate may only exercise executive authority when authorized by the Cabinet, whose members shall also sit as an executive committee.
4) The Acting Delegate shall hold office until another Delegate is elected, as prescribed by law, or, shall terminate when Mons Garle transmits to the Open Parliament a declaration stating they are no longer incapacitated.

IN WITNESS WHEREOF, we certify that this Executive Order was passed with at least a majority vote of all Cabinet members voting, as required by law.
